Ghislain Picard biography: 
Ghislain Picard is a member of the Innu Nation, originally from the community of Pessamit. He pursued his studies at Manitou College, La Macaza, between 1974 and 1976.

After contributing to the communications sector of the Atikamekw-Montagnais Tribal Council between 1979 and 1983, where he published a periodical, TEPATSHIMUWIN, for the Atikamekw and Innu communities, he was a founding member of the Société de communications Atikamekw et Montagnaise (SOCAM), which produces and broadcasts radio programs in the Indigenous language. In this capacity, he contributed to an international UNESCO study on the role of communications in the development of rural communities.

In January 1992, he was elected for the first time to the position of Chief of the Assembly of First Nations Quebec-Labrador (AFNQL), a position he holds to this day. As part of this function, Chief Picard sits on the National Executive Committee where he acts as a spokesperson for justice and public safety. Ghislain Picard has been the chief of the Assembly of First Nations of Quebec-Labrador for 32 years.
