The industrial heritage model for reloading — with embodied examples of the World Heritage Site in Iwami Ginzan silver mine

Conservation and utilization of industrial heritage-- these important processes in fact, depend on management. If we can find out an effective way to manage industrial heritage, sustainable organization and operation can also be established. Then, how can we find this answer? From the Business Administration approach I pursued effective management models to meet active conservation and utilization of industrial heritage. I found out the best answer in current Knowledge Management; the SECI Model for knowledge creation is a representative theory. Based on it, I introduced a prototype model-- IH (Industrial Heritage) Model at TICCIH Chile 2018 Congress. Today I present a revised model-- the Industrial Heritage Model for Reloading with embodied examples of the World Heritage Site in Iwami Ginzan Silver Mine in Japan. It focuses on Reloading industrial heritage. The Industrial Heritage Model for Reloading is also based on Knowledge Creation by the SECI Model, added External Environment, Organization, Industrial Heritage, and also added Communities. Organization is a unit of operating Industrial Heritage, consisting of Information, Knowledge Creation, and Actions in below four phases. In each phase Organization circulates the SECI Model for Knowledge Creation several times. The results of each phase are fed back to Organization for the next phase through Industrial Heritage, Communities and External Environment. Phase 1: Research/Analysis I propose a distinctive method-- Multifaceted Value Analysis in this phase. It helps to reveal the various potential values of Industrial Heritage, and clarify specific superiority points-- Core Values, and inferiority points-- Issues. To more strengthen Core Values, also solve Issues, Benchmarking is an effective way for total optimization. Phase 2: Planning According to the results in Phase 1, Organization creates a detailed Action Plan for Reloading-- such as Restore, Reuse, Renovation, and Relationship. Phase 3: Proposal/Negotiation Organization appeals Action Plan to Communities and External Environment. Phase 4: Conservation/Utilization Considering the achievement until Phase 3, an embodied Action Plan puts into action. Reloading can be finally established in this phase. We can develop the Sustainability of Organization by circulating this Industrial Heritage Model for Reloading continuously. I apply this model at the World Heritage Site-- Iwami Ginzan Silver Mine in Japan under the collaboration with Ohda City Board of Education. Phase 1: In 2018 I found out Dog Spikes for Mine Railway in Okubo Mine Shaft. This Information moved Ohda City. I and some members of Ohda City conducted an exhaustive survey; we could find out Dog Spikes, Steel Rail, Sleepers, and Traces of Sleepers over 120 years ago, proved the existence of Mine Railways which could not be clarified specific evidence so far. Based on this Rediscovery, we carried out Multifaceted Value Analysis for Reevaluation of Mine Railways, clarified Core Values (e.g. Rarity, Universal Value). Phase 2: In accordance with the results in Phase 1, we created an Action Plan of Mine Railways for Reuse (e.g. Lighting), Renovation (e.g. Exhibition), and Relationship (e.g. Collaboration) in Iwami Ginzan Silver Mine. Phase 3: We presented Mine Railways at Lectures, Society Journal, and the Japanese Agency for Cultural Affairs; Action Plan was also incorporated in the Maintenance Project Plan for the World Heritage Site. Phase 4: Currently we have already finished some items of Action Plan; we will catch up all items to reach our goal. When we actually finish Action Plan, Reloading can also be completed. The Industrial Heritage Model for Reloading, especially Actions in four phases including Multifaceted Value Analysis and Benchmarking can prove various effects for Reloading on Iwami Ginzan Silver Mine through Mine Railways. Finally we propose Mine Railways as additional properties of the World Heritage Site in Iwami Ginzan Silver Mine.
